Chapter One: Introduction

1.1 Background of the Study

The role of print media in promoting human rights is critical, particularly in conflict-prone areas like Maiduguri Local Government, Borno State. As a region affected by prolonged insurgency and humanitarian crises, Maiduguri faces widespread human rights violations, including forced displacement, gender-based violence, and limited access to justice (Ibrahim & Musa, 2024). Print media serves as a platform for amplifying the voices of marginalized groups, holding authorities accountable, and fostering public awareness about rights and responsibilities (Ahmed & Garba, 2023). However, concerns about censorship, political interference, and limited investigative resources often hinder the effectiveness of human rights reporting in print media (Bello & Abdullahi, 2025). This study investigates the nature and scope of print media coverage of human rights issues in Maiduguri, with a focus on identifying patterns, challenges, and opportunities for improvement.

1.2 Statement of the Problem

Despite the prevalence of human rights violations in Maiduguri, print media coverage of these issues is often inadequate and episodic. Reports frequently lack depth and fail to highlight systemic abuses or propose actionable solutions (Yusuf & Mohammed, 2024). Factors such as limited access to conflict zones, fear of reprisal, and financial constraints contribute to the underreporting of human rights violations. This lack of comprehensive coverage diminishes the role of print media as a watchdog and advocate for justice. Addressing these challenges requires an in-depth examination of the current state of human rights reporting in Maiduguri’s print media and strategies to enhance its impact.

1.3 Objectives of the Study

1. To analyze the frequency and framing of human rights issues in print media coverage in Maiduguri Local Government.

2. To assess the challenges faced by journalists in reporting human rights issues in Maiduguri.

3. To recommend strategies for improving print media coverage of human rights issues in the region.

1.4 Research Questions

1. How frequently do print media in Maiduguri report on human rights issues?

2. What challenges do journalists face in covering human rights issues in Maiduguri?

3. What strategies can enhance the quality of human rights reporting in Maiduguri’s print media?

1.5 Research Hypotheses

1. Human rights issues are underreported in print media in Maiduguri.

2. Journalists face significant challenges in covering human rights issues due to fear of reprisal and limited resources.

3. Capacity-building and improved access to conflict zones enhance the quality of human rights reporting in Maiduguri.

1.6 Significance of the Study

This study highlights the pivotal role of print media in addressing human rights issues in Maiduguri Local Government. By exploring the gaps and challenges in current reporting practices, it provides actionable insights for journalists, media organizations, and human rights advocates. The research emphasizes the importance of an informed and active press in promoting accountability, justice, and social equity in conflict-affected regions.

1.7 Scope and Limitations of the Study

The study examines print media coverage of human rights issues in Maiduguri Local Government, Borno State. It does not include digital or broadcast media coverage or contexts beyond Maiduguri.
